To register the dll's on a local drive, pull up the Start menu and in the "Start Search" line, type in your regsvr32 command (regsvr32 c:\oi\oinsight\~~dllname~~) and press Ctrl-Shift-Enter.

This runs the command in full admin mode.

However, we're still encountering some problems in Vista registering dll's in this manner to a network drive.
